IFM keeps winning, backlog keeps growing, hybrid keeps breaking contracts

This week’s FM story isn’t “innovation”. It’s mismatch: we’re running estates for a world that no longer exists (hybrid), funding them like it’s still 2012 (maintenance), and procuring them like risk can be spreadsheeted away (big IFM awards).

3 things to know this week

1) Big IFM keeps winning – because government still buys certainty

ISS has landed a five-year integrated FM contract with the Foreign, Commonwealth & Development Office, reported as worth over £34m. That’s not a victory for “competition” it’s a vote for perceived delivery certainty when the stakes are high.

If buyers want genuine market diversity, they need to stop writing specs that quietly require suppliers to absorb volatility for free.

2) The £49bn+ maintenance backlog is now an operational risk

Public estates are carrying at least a £49bn maintenance backlog, and the real number is likely worse because definitions and data vary. This isn’t an “estates issue”; it’s a service continuity issue in slow motion.

What good looks like: a credible backlog burn-down plan, backed by asset data, prioritisation, and multi-year funding not annual firefighting.

3) Reactive vs proactive maintenance: the argument is over, incentives are the problem

Most teams don’t choose reactive maintenance; they inherit it through weak asset data, squeezed budgets, and commercial models that can reward failure via call-outs.

“go proactive” isn’t a strategy. Change the commercial design, or nothing changes.

FM Talk: this week’s reads

  1. Hybrid working policies are failing — and FM contracts are paying the price

  2. UK public estates hit by at least £49bn maintenance backlog

  3. Reactive vs proactive maintenance in Facilities Management

What to watch next week

  • More “safe pair of hands” IFM awards as departments hedge reputational risk through scale

  • Backlog debate shifting from “how big is it?” to “what can we actually deliver?”

  • Hybrid policy friction turning into commercial disputes (scope creep, KPIs, variations)
